WESTMINSTER, MD--5/31/07--Dry dirt dusts the skies as a tiller is pulled behind a tractor driven by Gordon Bailey on Carrol County farm owned by Lawrence Meeks. The month of May has been the fourth driest on record. Meeks said, "we need the fallout of a hurricane," in hoping for rain to stimulate his corn and soy bean fields near Westminster, Md. Meeks farms 3,000 acres in Md and Pa.
